Can lodges trigger a special session of Grand Lodge in order to bring business before the Grand Lodge in order to hold the Grand Master and/or other Grand Lodge Officers accountable?

According to Title I, Chapter 2, Article 2, " the Grand Master and the Grand Lodge Trustees may specify the labors
of a Grand Annual Communication to be transacted in a Special Communication of the Grand Lodge under
conditions enumerated in Article VI, Section 3, sub-section (b), of the Constitution."

Further, Article VI, Section 3, sub-section (b), of the constitution states, "Special Communications of the Grand Lodge may be convened whenever the Grand Master, or presiding officer for the time, shall deem that the interests of the Craft require, but in such case at least one month’s notice shall be given to each Lodge by the Grand Secretary, specifying in such notice the time, place and the purpose or purposes of such special Communication; and at such special Communication no business shall be transacted other than that mentioned in such notice."

This seems to imply only the Grand Master may choose to call a special communication, and then the only business to be transacted is that which was mentioned in the notice provided to the constituent lodges by the Grand Secretary.

We would be interested to know if civil law permits members, once assembled, to conduct business as they may see fit (and vote properly in favor of) during a special communication with the proper resolutions called into question from the floor.
